DevelopTT planning permission: documents, forms and application steps
Put the documents in order before opening the application. Clear parcel information and a coordinated proposal reduce avoidable questions during the review.

Follow the registration instructions linked from the DevelopTT portal. The portal currently directs applicants to TTBizLink credentials when the ttconnect login is unavailable. Use the current instructions displayed at sign-in.
A company or business adding an account member has a separate published registration form for existing TTBizLink accounts. The form requests organisation, owner and member details. Use the registration guide to choose the form appropriate to your circumstances.
Applying for agricultural-to-residential change of use
Use the Planning Permission service and complete its screening questions for the development proposed. Describe the current agricultural use and the intended residential use in the existing and proposed purpose fields. Identify any buildings, subdivision and engineering works included in the proposal.
Attach plans identifying the area changing use and its position within the parent parcel where only part is affected. The proposal description and plans must agree. Save the acknowledgement and application reference after checking the summary and submitting. Follow the outline and detailed stages required by the workflow and any resulting decision.
Build a document pack around the proposed work
Check the Planning Permission service details for the live checklist. Prepare readable scans and plans. Name files clearly by document, parcel and revision date so the representative and design team use the same set.

Choose the application through the screening questions
The portal’s screening questions guide the application route. Outline permission establishes whether the proposal is acceptable in principle and identifies matters to be dealt with in the detailed submission. Read the reserved matters and the stated period for submitting them.
Ask the adviser to explain the sequence before paying for all detailed design work. A written scope should identify the first submission, the next-stage drawings and responsibility for replying to queries.
Review, submit and retain the reference
Complete the application fields, locate the site and upload the required documents. Review the summary against the plans. Check applicant names, proposed use, area, lot number and previous references. Submit the declaration only after the details have been checked.
Retain the acknowledgement and a copy of the submission. Set aside a project folder for the original application, revisions, queries, decisions and approved plans.
Manage queries and changes of applicant
Use the query response process in the dashboard. Reply to each point and explain which drawing changed. Where more time is needed, follow the published DevelopTT query-extension guidance and retain the response.
The change or transfer of applicant form is used for moving an existing submitted application to another profile through the Helpdesk. Follow its eligibility and signature instructions. Ask for the handover of all drawings and correspondence when changing representatives.
Open the official forms and instructions
Use the live application service for planning submissions. Keep the applicant guide beside it for explanations of the screens. Older TCP/1, TCP/2 and TCP/3 references appear in historic guidance, so confirm any offline requirement with the responsible office.
