Homestead land in Trinidad and Tobago: what the planning guideline says

TCPD Guideline 6 describes a homestead parcel with a minimum area of 0.4 hectares, approximately one acre, used primarily for residential purposes with adequate land for agriculture, typically for the household. The guideline directs homestead plot applications to the regional corporation for approval.
It also describes consideration of 0.4-hectare homestead parcels on agricultural plots typically required to have a minimum area of two hectares, within 0.6 kilometres of established villages. Ask TCPD how those criteria apply to the location and history of the proposed parcel.
Prepare a proposal for the whole parcel
Ask the surveyor and planning adviser to show the house area, agricultural area, access, drainage and surrounding development. Identify the parent parcel and any proposed excision. The relevant office needs enough information to understand the actual project.
Measure the relevant site facts through the professional review. A marketing description or a rough online distance estimate leaves the application evidence incomplete.
Check the rights held over the land
Give the title or lease to the attorney. Ask about permitted use, building restrictions, subdivision and consent. If State land is involved, obtain direction from the administering land authority on the proposed arrangement and the instrument required.
Follow the planning and local approval sequence
Obtain the planning position for the parcel and confirm which application should be made. Check the conditions and reserved matters in any outline permission. Coordinate the final plans and the required local building approval before construction.
In Tobago, contact the TCPD Tobago office and confirm the corresponding THA procedure. The general agricultural guideline’s regional-corporation wording needs to be applied through the appropriate Tobago offices.
What should you ask when land is advertised as a homestead?
Ask for the actual decision and approved plan, the extent of the approved use, the identity of the parcel and all outstanding conditions. Have the attorney and surveyor check those records before you commit to the purchase.
A proposed homestead still needs a workable plan for water, wastewater, access and drainage. Price the required work alongside the purchase and approval costs.
